libcfitsio4 software package provides shared library for I/O with FITS format data files, you can install in your Ubuntu 16.10 (Yakkety Yak) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libcfitsio4
libcfitsio4 is installed in your system.
Make ensure the libcfitsio4 package were installed using the commands given below,
$ sudo dpkg-query -l | grep libcfitsio4 *
You will get with libcfitsio4 package name, version, architecture and description in a table
